In plain English

Every container starts with a Default Workspace. Changes you make there are only drafts until you submit and publish them.

If two people are working on the same container at once, separate workspaces stop their changes getting tangled. When one workspace is published, GTM prompts the others to update and helps sort out any conflicts.

Regular GTM accounts allow three workspaces at a time: the default plus two more. Tag Manager 360 has no limit.

Example

A PPC specialist is adding Google Ads conversion tags while an analyst rebuilds GA4 events. Each works in their own workspace, tests in Preview mode and publishes separately, so neither accidentally publishes the other's half-finished work.
